Without a state expert review, it is not possible to legally manufacture (except for export), import or sell any products for the agricultural sector, from conventional agrochemicals to biological products and organic fertilisers

Digital monitoring

With the introduction of the Federal State Information System of Traceability of Pesticides and Agrochemicals (FGIS "Saturn"), all movements of pesticide and agrochemical batches are recorded throughout the chain, from the manufacturer to the end user. Discrepancies are detected automatically.

Prohibited without a registration certificate

If a substance is not in the Ministry of Agriculture's State Catalogue, any operations involving it within the Russian Federation are illegal. Manufacturing, import and sale are all unlawful until registration.

Substantial penalties

Sales without authorisations lead to product seizure, prolonged logistics delays and retail chains refusing to accept batches. The consequences far outweigh the costs of registration.

Application for the Ministry of Agriculture's registration trials plan

Preparing technical specifications (TU) for domestic products or translating contracts and specifications for imported products. Submitting an application to the Ministry of Agriculture for inclusion in the official registration trials plan.

Biological efficacy trials

Developing a trial programme and obtaining its approval from the Ministry of Agriculture. For imported products, obtaining permission to import samples and arranging their customs clearance. Organising trials at accredited research institute sites under field or greenhouse conditions.

This stage is not required for standard domestically manufactured fertilisers: composted manure, granulated poultry manure, straight or standard mineral fertilisers (ammonium sulphate, ammophoska, UAN-32 (urea ammonium nitrate solution), etc.).

Assessment of biological efficacy

Analysing the results of field and greenhouse trials. Determining optimal application rates for specific crops and conditions of use.

Toxicological testing

Investigating acute and chronic toxicity: irritation of the skin and mucous membranes, inhalation toxicity, sensitising and cumulative properties. The hazard class is established for all routes of entry into the body.

Toxicological and hygienic assessment (expert review)

State expert review of toxicological data. Assessing human health risks from occupational contact with the product and from its residues in crop products.

Obtaining Rospotrebnadzor's opinion

Issuance of an official opinion by the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing. The document confirms the product's safety for humans and is mandatory before proceeding to subsequent expert reviews.

Ecotoxicological testing

For agrochemicals, testing effects on earthworms and soil microorganisms. For pesticides, the scope is broader: testing on bees, birds, aquatic organisms and plants may be required.

The specific scope of testing is determined when developing the programme and depends on the product's type and intended use.

Environmental assessment of conditions of use

Preparing environmental impact assessment (EIA) materials. Organising and conducting public consultations in the regions where the product is intended to be used.

State environmental expert review

Obtaining a positive state environmental expert review conclusion from Rosprirodnadzor. The review confirms that the product's use is acceptable in terms of its impact on components of the natural environment.

Ministry of Agriculture expert reviews

The Ministry of Agriculture brings together the results of all completed biological, toxicological and environmental tests and conducts an expert review of the conditions of use. The entire documentation package is checked for completeness and accuracy.

State registration

The registration decision and issuance of a certificate of state registration. From this point, manufacturing, import and sale of the product within the Russian Federation become legal.

Registration of container labels

Developing and approving container label designs with instructions for safe use, storage and transport. Approved labels are mandatory for all product forms.

Submitting samples to TsOK APK

Submitting product samples to the Federal Centre for Agricultural Products Safety and Quality Assurance (TsOK APK). The final stage of the registration procedure.

Inclusion in the State Catalogue of Pesticides and Agrochemicals Permitted for Use in the Russian Federation

Confirms the product's efficacy and safety. Without it, any operations involving the product are illegal. The basis for all subsequent authorisations.

Declaration of conformity (GOST R)*

Issued for most agrochemicals under resolutions of the Government of the Russian Federation. Registered in the register of the Federal Accreditation Service (Rosakkreditatsiya). Requires inclusion in the State Catalogue of Pesticides and Agrochemicals and completed laboratory tests.
* - for mineral and organomineral fertilisers with NPK (containing nitrogen and/or phosphorus and/or potassium)

Safety Data Sheet (SDS)

A mandatory technical document* accompanying the substance during transport, storage and use. Specifies all measures for safe handling of the product throughout the supply chain.

With the transition to electronic registers, paper registration certificates are being replaced by legally valid electronic extracts. FGIS "Saturn" records every movement of pesticide and agrochemical batches throughout the chain, from the manufacturer to the end user.
